I have a SVCD created using DVD2SVCD and want to
extract a 2 min scene from the movie. I saved the MPG
file and tried using VirtualDubMod 1.5.1.1a to CUT
the section out and save as an AVI but when I'm done
the AUDIO and VIDEO are always WAY out of sinc. Any
suggestions are greatly appreciated.

First,
cut out the part of the mpeg2 using tmpgenc
then convert that part to avi and check if it's still out of sync..

When I try to open the file using TMPGEnc Plus, under Video source I get an error " File E:/Bruce Almighty.MPG can not open, or unsupported. " I can watch the 825MB Mpg fine....

You mean at Video Source or at Video Input??
The size has nothing to do with it..

Im only mentioning the ORIGINAL filesize to demonstrate that the file is of proper size. WHat I mean it on the OPENING screen of TMPGEnc at the bottom you have:
Video Source
Audia Source
Output File
When I click on VIDEO SOURCE and double click the BRUCE.MPG file so that I can ATTEMPT to CUT out the 2Min video I want I get the error message....

No, no, no,
Video Source is the source for encoding
You have to go here:
File -> MPEG Tools -> last tab called Mergen & Cut
Add your video, double-click it and select the beginning and the end of the part you want to cut out, that part should be green in the line below..
