What is the diffrence between dvd+r and dvd-r my burner (gsa4081b) will do both, so what should i use?
and also it says it will burn a 4X with -r, and 8X with +r

Use which ever format suites your playback requirements and is the most cost effective.

the format that your "old" burner was designed for.

There are plenty of technical differences between the two formats, but from an end user perspective there is little difference.
There are a lot of conflicting test reports (and opinions) on player compatibility. The only opinion I've seen that I take seriously is that both formats have about 85% compatibility overall. You could almost flip a coin to choose which format to use.
