Dual Titles on Fellowship of the ring

Looking at the extended edition on LOTR:FOTR with DVD decrypter I'm seeing 2 titles, both exactly the same length. as far as I can tell they're identical, and nero recode treats them as 1 unit. I can't find any explanation of this in your guides, anyone got a simple (noob friendly) explanation?

Check the audio: One title contains the official audio tracks and the other the commentary tracks.

The one with the official soundtrack allows the user to alter the subtitles ... the one with commentary soundtrack does not.
