SmartSmootherCbCr Help file?

Does any1 know about this filter? I found it sometime ago somewhere but cant really seem to find a helpfile for it. It's an avs 2.0 filter. Help to find the missing helpfile or command file for it is mucho appriciated :D Thx in advance.
