Open AC3

Anyone know a audio editor (or any other program) which alloy open AC3 directly. I mean, I need open ac3, normalize it, speed up/slow down it and save result in different format. Why i need this? I'm just little tired convert ac3 to wav first, it take time (not so much, but...) and many space.
