I have a Samsung DVD Rom SD-616F F100 locked in RPC2 and applied the F100 firmware to in RPC2 but this only reset the play times to 5 not the player to RPC1.Using Win98se.What else can I do?

Hi & welcome to the board ...
are you sure you applied a rpc1 firmware? Head over to etna's page at etna.rpc1.org and it shows the only patched F100 firmware being an untested one for a FSC OEM drive.
All the rpc1 firmwares I saw were named Exxx (instead of Fxxx) and version 10x (with x>0). Also be sure to read all the instructions ... apparently it is not a good idea to go from e.g. F100 to E101.

NB: Doi you really have to patch your drive? You could also try a software solution like CD43 (linked off doom9's news page), anydvd, dvdregionfree or remoteselector (the latter 3 all being shareware).
