extracting ac3 from AVI movie

just recently, i got my hands on an avi clip which has been encoding using AC3-5.1. For whatever reason, it does not play too well on my PC. The background music and the sound effects (foot steps) play wonderfully. However, certain channels such as their voices can barely be heard. I am not sure what the problem is. I just want to re-encode it, but this time as an ogg file, seeing if i can keep that surround sound audio and remedying this estrangement.

There are programs out there that will extract the audio file from vobs.. but is there anything out there that will extract the AC3 audio from the AVI?
