I have various family videos which I am editing to fit onto DVDs. What MPEG 2 sizes do I aim for considering the total VOB files are from it I think will be smaller in size.
Do I create total VOB sizes of more than 4.7Gb and then use, say, DVD Shrink to make it to fit on a DVD?

I would aim for 4,37 GB which is DVD size. Why use dvdshrink on it afterwards and so reduce the quality? Just make it fit at once ;)

Since u r encoding the files on your own, its a shame that u will resort in dvdshrink for reencoding and loosing quality.
Take out the size of the menus u will incorporate in the dvd and use the 97% of the rest space for the sum of the audio and video files.
This way u will be inside dvdr's size
