Set bitrate in 2-pass encoding?

I was wondering if there is a way to set bitrate instead of file size in two pass encoding. I have a number of mpeg files I have been archiving with wm9 at a certain biterate so I'm cosidering jumping to xvid. The clips are various lengths so it is much easier for me to set the bitrate, not the final file size.

Yep. Click the "Target Size" button and it changes to a "Target Bitrate" button in 2-pass, Second pass mode.
