This does not give an answer to my question, but to give you an answer: It has a better visual quality than Xvid in my opinion and it's portable. And before all you MPEG-4 Addicts come and say "How dare you!" please just give me an answer.

Your question isn't about the codec, it's about the .WMV container. And unfortunately, that container is effectively Microsoft proprietary.
You might check with the new a/v containers forum, but with WMV file types, as far as I know, you are limited to Microsoft tools. Since their media player doesn't manage multiple soundtracks, and since there's nothing obvious in their encoder documentation about multiple soundtracks, you probably can't do multiple soundtracks in the WMV container.
But I may be wrong, of course, as I don't use the WMV container.
