that's the NTSC pilot tone. freq = 525 * 29.97 (number of NTSC lines + overscan, times the frame rate)

do something about the connections you're using - they're picking up HEAPS of interference. there's harmonics of that NTSC scan tone everywhere.

i see this is recorded straight off TV... hmmm. was it from the headphone jack? if there's A/V outputs on the teev, use them.

otherwise there's not much you can do but creative use of Audition's notch filters (filter out a specific band) and it's frequency analysis features. simply look for the high sharp peaks in the freq. analysis and write down what they are and how many dB they are. then feed those numbers into the notch filter (well the dB numbers will have to be changed).

play around until it's nice, but it will never be perfect.

if this is capped off a video, or from a VCR's tuner onto a Camcorder or capture card, definitely TURN OFF the TV. monitor with the camera or computer you're using. this will most probably kill all your problems.

Goldwave should at least be able greatly reduce the noise. Try the effects>filter>Bandpass/stop. Try the frequency above, although that should give you something in the 15K range which above where most of us can hear.

If you use the Devise controls>Graph set to spectrum you should be able to see how effective you settings are.
