I've done extensive search here and didnt fined anyone with Similar Problem.
Software:

DVD2SVCD ver. 1.2.1 build 3
Cinema Encoder v2.50
Scenario:

Ripped MTV Spoof Hidden from LOTR: Extended Edition in .IFO / .VOB
DVD2SVCD Is set to convert from DVD to VCD Format.
Error:
---------------------------
bbMPEG - error
Input file C:\Pulldown_Encoded_Video_NTSC.mpv was not found.
Explanation:

During the Pulldown Process bbMPEG is looking for
"Pulldown_Encoded_Video_NTSC.mpv" but it cant find it and gives you an error. and the reason It cannot find it, is because I use CCE to encode which calls its file "Encoded_Video_CCE_NTSC.mpv"
I dont have this problem if I convert from DVD to SVCD only when converting from DVD to VCD in which case when the program crashes.
I have to go to crash recovery and select the pulldown option and rename "Encoded_Video_CCE_NTSC.mpv" to "Pulldown_Encoded_Video_NTSC.mpv" and press continue.
So somewhere in DVD2SVCD its not telling bbMPEG to use the CCE pull down file.
is there a fix? or workaround for this?

Pulldown is only needed when MPEG-2 and CCE are used at the same time. Since you're encoding VCD, I guess you are using MPEG-1. Can you check this on the DVD2SVCD settings?

Just to be sure. I completly Removed DVD2SVCD ver 1.2.1 build 3 and re-installed it.
When given the option of the different formats I chose the "DVD to VCD"
and did another conversion and got the same error and when I viwed my final result Windows MediaPlayer reported as a 480x480 Mpeg File which I believe is an MPEG2 file.
I went to the MISC tab just to be sure and the Input File Type was "DVD" and the Output File Type "VCD"
I checked the "Frameserver" tab and "Resize to" selection was set to SVCD so I manually set it to VCD (352x240/288).
I than turned on DVD2SVCD Level to advanced and went to the bbMPEG Tab and under advanced settings changed the Program Stream Type from SVCD to VCD.
and proceeded to try another conversion.
this time I got two errors.
not only did bbMPEG Complain that it couldnt find the Pulldown_Encoded_Video_NTSC.mpv file.
But I also got the following error.
bbMPEG - error Could not find User Data at I-frame 327 in file c:\bbmpeg_muxed_file00.mpg
Anf course when I try to view bbmpeg_muxed_file00.mpg I get audio only.
I dont have any of these symptoms when I simply use the DVD2SVCD feature however I need to make VCD's since some older DVD Players wont play SVCD.

It's weird you had to change the bbMPEG settings manually if you selected VCD output.
Please try this:
1. Open DVD2SVCD, select advanced mode.
2. Select on the Misc tab "VCD" as output.
3. Select VCD as frame size on the Frameserver tab.
3. Close DVD2SVCD
Now open it and try once more. Check the settings are OK.
Open the output stream with BR Viewer or VCDEasy and check if it is MPEG-1 or MPEG-2. (Frame size does not determine this.)

I followed your steps and the settings were fine they were being saved but I was till getting my errors so this is what I did.
1. Un-install DVD2SVCD
2. Manualy Remove reaminaing DVD2SVCD Folder and any Registry entrys pointing to AVISynth and DVD2SVCD.
3. Re-Install DVD2SVCD
4. This time I chose the DVD to SVCD option instead of DVD2VCD
5. In MISC Tab I chose VCD
6. in Frameserver TAB the default was DVD and I changed that to VCD
7. Ran my Convertion.
8. I still had the file name problem since I'm still using CCE.
9. This time everything worked.
I Got my final result as Compliant VCD File Format.

I just did a different clip and didnt have the File Name problem during pulldown.
So here are the difference.
The First Conversion that I did had the Pull Down file name problem.
The Clip was a "4:3 (No borders, encoded as 4:3)"
During conversion Safe Mode framerservingwas automaticly activated, at least I think that is what is called.
The Second Conversion that I did was flawless
The Clip was a "16:9 (borders added, encoded as 4:3)"
During convesion the log said that Force Film not activated.
I hope that gives you a clue as to what was going on.

I also have the same error. DVD2SVCD can not find "Pulldown_Encoded_Video_NTSC.mpv". I am running DVD2SVCD 1.2.1 build 2.
Movie is encoded on DVD as 16:9 and I am converting it to VCD. I tried both, "16:9 (borders added, encoded as 4:3)" and "4:3 (No borders, encoded as 4:3)".
In both cases I am getting the same error, bbMPEG is looking for "Pulldown_Encoded_Video_NTSC.mpv" while CCE encoded video file as "Encoded_Video_CCE_NTSC.mpv". When I rename the MPV file to "Pulldown_Encoded_Video_NTSC.mpv" bbMPEG does the muxing correctly and creates a compliant VCD file.
Can this be a bug? bbMPEG looking for "Pulldown_Encoded_Video_NTSC.mpv" because movie is encoded 16:9? Because when I was converting before movies from DVD in 4:3 format, I never received this error.

OK, I have a clue now. ;)
VCD is MPEG-1 and MPEG-1 does not support pulldown. So try using an interlaced template for CCE (see the stickies) and select NTSC Field Operation to Off on the DVD2AVI tab.

I tried one movie with thew above settings and it worked. The only problem is that CCE still uses MPEG-2, not honouring the setting in DVD2SVCD. I think you have to edit the template to output VCD (NTSC).
BTW, I'm sure you already know this, but there is not much reason to do VCDs. Most current players accept variations (like VBR VCDs, XVCDs, or straight SVCDs). But wanted to point it out anyway.
