Another encoder with CCE plugin

My problem:

I've bought a capture card to convert my VHS to (S)VCD; the AVer DVD EZMaker Gold. Don't laugh, it was cheap and I don't have the cash for a better one!
Unfortunately this card has only 1 encoding mode for MPEG1 (which is really bad) and 3 for MPEG2 (The AVI output isn't available in my german version!).
So I use e.g. the MPEG2 format and the output file is a complete MPEG Stream with a bitrate of ~6000 (I think) including audio. Because I have no DVD writer I have to downsample the movie into a file, where I can select the bitrate. I've also tested another recording software with more encoding options (Ulead Filmbrennerei 2) but the options to change the encoding options are not avaiable or an error message appears.

I currently use TMPGenc to demux the file and encode the streams with the new settings.
BUT THIS LASTS!!!

So I'm looking for a encoderprogram like tmpgenc but with the ability to use the CCE plugin (for speed and quality).
Or a program which makes the conversion in one step.

If anyone knows tipps feel free to tell me (except buying a dvd writer or keep lookin your tapes)

I hope I have this right, I think you want to capture in MPEG2 format and then lower the bitrate and file size, maybe for producing a VCD of SVCD. And you would like something faster than TMPG. If that's about right you can do that with DVD2SVCD http://www.dvd2dvd.org/
It works with CCE (and TMPG) but not with CCE Basic. Unless it's been added as a feature you need to use one of a couple work arounds to make it accept a MPEG2 file. See this thread http://forum.doom9.org/showthread.php?s=&threadid=23878&highlight=mpeg2
