You can use Nero,
i don't know how advanced the options are,
but you can make a main-screen with it,
that's all i've seen..
so you might wanna try it

For easy menu-creation use vcdeasy, last free version without restrictions is 1.5.2 get it here :Vcdeasy (http://www.doom9.org/software.htm)
There are several guides available for this program here (http://www.vcdeasy.org/) and here (http://www.dvdrhelp.com/).
You can use stills or video-files. For creating fancy text go here: Flaming (and other) text (http://flamingtext.com/), then use gif2avi (do a google-search, the one you want is small and freeware) for the animated fonts.
For other effects (like moving the text around, although a bit static) some Avisynth or Virtualdub Filters might be useful (can't name one atm, but I think you can find some), use Adobe Premiere or some other program.
Best luck with your menus/intros!

quick search on google with "flash2avi" yielded this:
http://www.popularshareware.com/Magic-Swf2Avi-transfer-8129.html
The program can convert swf to avi - I think that's what you are looking for.
There exists also a program that can capture your desktop - or any active window on it. Download a 30 day trial here ---> Camtasia Studio (http://www.techsmith.com)
