encountered strange capturing problems lately? DirectX 9.0b might be to blame

DirectX 9.0b was released on 7/23/03 to address the MIDI security issue identified in bulletin MS03-030. A small number of non-security fixes were also included in the release. One of these fixes caused several TV Tuner capture card/driver combinations using video formats other than NTSC (NTSC-J, PAL, SECAM) to no longer initialize correctly on Windows 2000, Windows XP, and Windows Server 2003. Symptoms include loss of capture functionality and potential inability to set/retain device capture settings.
This hotfix (http://www.microsoft.com/downloads/details.aspx?displaylang=de&FamilyID=8DFD1B6D-E177-4A0E-91D0-B4310675B02B), documented further in Knowledge Base Artice 825116 (http://support.microsoft.com/default.aspx?scid=kb;en-us;825116), has been issued to correct the flaw.
Installation of DirectX 9.0b resulted in following effects:
1. No channel found in any TV or capturing appication
2. after installing new drivers and TV Software, channels could not be switched, first channel found by channel scan remained selected
3. Error after starting TV Tuner in VirtualVCR, VirtualDub

I´m from Germany, so i´m used to read the german doom9/gleitz forum. Since i spent three hours on that problem last night, i just wanted to save others from that. now that i know what keywords to look for, i found some threads related to that topic, but last night i felt all alone (in the dark ;) )
