Best way to encode for DVD

Here's my problem:

My work is to make DVD's from SVHS Wedding tapes...

The weddings are filmed in SVHS, captured and edited in a Pinnacle DV500 then they come to me in the Pinnacle DV500 native AVI. Time of the wedding around 1:30 hours...

I'm using Premiere PRO...

Question: What's the best way (quality/size) to export to m2v+wav?
I'm using the native Premiere MPEG encoder in "NTSC High Quality 4Mb VBR 2 Pass" but the image isn't getting so good. I've also tried PROCODER, but it's flicking the video...

Anyway, sorry for my english and waitting for any suggestions that could help!

I appreciate that you find it hard to speak English, but could you please try to describe what is wrong with the image? Then it will be easier to make suggestions to improve it. If it is a grainy picture, then you should try using some noise reduction before encoding (perhaps you could experiment with a very very slight gaussian blur - not for the purist, but with a noisy source, it might help). Increasing your bitrate will also help, as long as you have room on your DVDR for the larger MPEG file.

Do you mean that the video 'stutters' (does not play back smoothly), or do you mean that the image quickly flickers on and off while you play the video? Your field-order may have been accidentally reversed when you setup the encoder.
