Questions about Sima SCC, TBC and S-VHS decks

I am going to build a capturing machine in the near future. Since its main purpose will be to capture family tapes, an SVHS deck and a TBC are in order.
After some searching, I found the JVC HR-S3901/HR-S3911 and the Sima SCC. Here are the actual questions:

1) Is the JVC deck I found a good option? Can you guys recommend me a couple of alternatives with 3D comb filter and stabilizer?

2) I read that the Sima doesn't actually feature TBC. Is that true? If not, can you recommend me a good, reasonably priced TBC device?

3) What about an SVHS deck with 3D comb filtering, stabilizer and TBC? They are too expensive for an average consumer. right?

I can't say I know much about VCRs. However, I do have a HR-S3911U. It's not a bad machine. I'm not sure what you mean by family tapes. If they are vhs tapes, it was my understanding that Y&C are stored seperately even on a regular VHS tape. So any deck with s-video out should not have to comb filter the tape. I've used the deck as a tuner and captured CATV from the s-video out. I can't say I see much difference between this and using my BT878a card's tuner. The BT878a has a notch filter so I'd expect a difference. Not sure why.

However, It's not clear to me how much of this stuff works if you are using the VCR as a passthru (not playing a tape in it).
