If I convert a MPEG file to a DVD format on a hard drive (VOB etc. files, can I then straight copy these folders to a DVD (as data files using Nero?) Will it play or does one need a special software to burn these VOB files to DVD?

The version of Nero I got with my Pioneer burner has a DVD Video option. Simply select DVD Video and drag-and-drop your DVD ifo & vob files into the video_ts folder.
Alternatively try TMPGEnc DVD Author (you get 30 days fully functional free trial) - it's really really easy to author your DVD from mpeg files and has a burning engine built in.

a video DVD is a data DVD with an expected file / folder structure.
Just put all your IFO and VOB files in VIDEO_TS folder, must be caps. It uses UDF format. People overlook this so that is why most people use a program like Nero for the correct setting automatically.
Note that some versions of Nero give reliable DVDs while some do not. Use caution here.

A word of caution. Dvd video structure requires a AUDIO_TS folder to be compliant. Some finicky dvd players won't play the file without it, even though it's not used.

Use ImgTool Classic or ImgTool Burn to record your DVD becuase it's not that easy to put all files on DVD.
...and the needed filesystem is not only UDF. DVD Video standard describes the filessystem as ISO 9660 / UDF 1.02 bridge file system.

Been doing this easily and consistantly with DVD file created with DVDit and using Prassi to burn.:)
