Can i encode a SVCD in PAl (25 fps) and with progressive frames?
(Normally PAL uses interlaced frames)

Normally progressive frames are better so...

Yep you sure can. I have done a number of PAL SVCD's with progressive frames with no problems at all on playback.

huh?

PAL movies are almost always progressive. It's extremely common for them to be marked as interlaced, but that's just a flag. Even if a source is marked as interlaced, check for combing etc using DVD2AVI.
