Maximum bitrate for CBR encoding

What is the maximum legal bitrate I can enter in procoder and CCE, in order to get MPEG2-DVD compliant files? I want to encode to the maximum CBR bitrate, as I want to put no more than 60 minutes on a DVD. I encode the audio at AC3 at 224 kbps

To be DVD compliant the max. bitrate for an elementary video stream is 9.800 kbps. But you have to stay below 10.000 kbps counting all streams together. Thus if the only other stream you've got is the audio stream @ 224 kbps, you can enter a maximum video bitrate of 9.776 kbps.

Some players may have trouble with DVD+-R/W media with the bitrates at the limits, though. I'd rather stay at 8.000 kbps or 8.500 kbps for the video.
