Normalize or boost ?

Hi,
I usually transcode ac3 to mp2 after having set pre-gain_normalize to 100% and
boost to 250%.

I wonder if it's the best way to achieve the task or if it's
better to only pre-gain_normalize to 250%.

Does the same apply when converting to ac3 at a lower bitrate?
