I have an mpeg file. Unfortunately, I can't hear much of the volume through most of the movie. What recommendations are there for increasing the sound volume?

Options:
1: Turn the volume knob on your home theatre system counterclockwise until the volume increases to an acceptable level. If the volume decreases, turn the knob to clockwise instead.
2: Tell us more about the mpeg file and what type of audio it contains. If you didn't create the file you are most likely in violation of rule 6.
3: Search the forum, there are many threads on volume issues.

Sorry if I wasn't precise enough.
1. No need for sarcasm. These are obvious solutions which of course have been tried. I didn't think I would need to state that I have tried this.
2. The mpeg file is one created by a friend of mine from his graduation. I don't know what program was used to originally make the mpeg file or what kind of audio was used.
3. I have done many many searches on this issue. I am basically looking for a recommendation on whether I should strip the audio out and modify it this way or otherwise.
If there a recommended program to use for something like this? I have tried different programs on doom9.

1. use dvd2avi to demux the audio layer from the mpeg
2. use BeSplit to assert gain on the audio stream
3. use bbmpeg to mux the modified audio stream back to the mpeg stream

I am having the worst trouble with this. I can't seem to get dvd2avi to open the mpeg file. Does it open mpeg files okay normally? It keeps crashing on me. Am I doing something wrong? I'm only trying to open the mpeg using DVD2AVI's File menu.
I have searched all around and tried different programs from doom9. I'll keep looking.
