Hi! I have some rare videos on VCD. I want to convert them to MPEG4 and got maximal avaliable quality. Target is to achieve perceived quality even better then source.
My first attempt was bilinear resize to 448*336 - image look better in fullscreen mode
Can you advise me any other trics ???

Assuming that you are using Virtualdub/VirtualDubMod, it will be better to use any bicubic filter than using biinear filter. If you have noise then you can use avisynth and its filters to remove them. These filters are found to be producing better quality than virtualdub. There are avisynth filters dedicated to several special functions like increasing brightness, removing noise,..etc etc.

You can't get better quality. I would only do that if the VCD's contain much noise.

But you can get perceived better quality. For example, SmartSmoother can remove the appearance of mosquito noise and even reduce macroblock noise to some extent, and both are probably present on a VCD.
