Okay...for over five days now, I've hunted these forums for a solution to this problem, as I'm sure someone else must have had it at some point, but I've had no luck, so here goes...

As the title suggests, I've been attempting to convert XviD to MPEG-2, using TPMGEnc Plus. The XviD source is 15fps (CG animation), 640x480, progressive (audio in the file is PCM). The FPS is naturally adjusted to 29.97 during encoding.

I have tried this a few different ways:
1) Have tried using one of TPMG's default SVCD and/or DVD templates to encode both video and audio.

2a) Have tried using TPMG (using custom settings from one the Guides), to extract only the video (.m2v, which plays fine), and using VirtualDub to extract the audio. (audio has been used in both its raw extracted form, and also has been converted to AC3 with BeSweet for more than one attempt). Both the raw WAV and the AC3 file play appropriately.

2b) With the .m2v and audio files, I have attempted muxing them into a VOB using TPMG, bbMPEG, DVD Lab, and DVD Quickbuilder.

Regardless of the above methods I've tried, the results are always the same: When played on PC using PowerDVD and/or WMP, the video is very choppy (as in, shows one frame for 3-5 seconds, moves to next frame, and so on) with no discernable audio.

On the other hand, should I choose to convert to MPEG-1 files, I can do so flawlessly, but the quality is just slightly lacking.

I hope and pray that someone can help with a viable solution to MPEG-2 encoding, as I really prefer to convert these files for SVCD and/or DVD!
