I've tried to cut clips from my test encodes (from the muxed files) for comparison as I am expirimenting with svcd encoding with different filters ect. and want to compare them.

The clips never cut where I mark the start and finish points, they are always a bit in from the start point and way out from the stop point, and tmpeg stops responding if play around in the edit screen too long.

Am I doing something wrong? is there a better tool to use?
I have tried Boilsoft AVI MPEG Splitter, it works and is quick but the clips "drag" in spots.

IIRC, TMPGEnc cuts at I frames, so if your cut point isn't at an keyframe, then it'll cut at nearest keyframe. Plus, this has been talked about many times and if you searched you could have found this problem. There are other tools that are better than TMPGEnc's cutting utility tool.

The secret is: don't use TMPG's sliders!
The best way to cut using TMPG is to get the exact keyframe
positions using Vdubmod and to use the reported numeric values.
