Is it possible to convert svcd mpa audio to AC3 audio, like dolby 2.0.??

Also whats the easyest was to join to mpa audio tracks together ?

Try BeSweet for encoding and BeSweet in payload mode for joining.

What would be recommended for 224 MPA , would it be a wise choice of converting it to DD 2.0 192kps ?

I would recommend 160 or up, depending on how much space you have, but do what sounds best to you.

Also keep in mind that BeSweet's ac3enc is considered experimental only. Read the BeSweet faq for more information.

Also what other programs are there i could consider for converting to DD 2.0 and for joining audio ??

The audio joining can be to join ether the AC3 or MPA/MP2

BeSweet/BeSplit can handle the joining, for AC3 encoding, you'll have to look to commercial sources. There's Sonic Foundry's Soft Encode, and a number of DVD authoring programs that can do it, a search would help you faster than asking.
