Funny colours fade in and out

Hello i am trying to convert this divx file i have to svcd, But each time i try i get funny colours fadeing in and out almost like the file had something wroung with it. the original file is fine no problems but for some reason it always giveing me this problem.

We would like to help you, but you have not provided any useful information. Re-read your post a try to imagine how we possily could. You even omitted which encoder you use. Please read this:
