I'm going to Encode a snowboard film, and I need some help to get the best quality:

Source settings:
-DVD
-4:3
-High motion
-NTSC Video (29.9 fps)
-33 min long
-Interlaced

Encoder settings:
-TMPGEnc (SKVCD settings)
-CVD resolution
-CQ

I very new at converting NTSC, I have always done NTSC -> PAL before.

To save bits to make the quality better I want to change framerate from 29.9 -> 23.9.
When I set DVD2Avi's NTSC field operation to automatic, the movie will be converted with 29,9 fps. If I set it to IVTC, the framerate is 23 fps.

My questions is:
-Is it right to set DVD2Avi's NTSC field operation to IVTC withthis source (Interlaced)???
-If this is wrong, how can I convert 29 fps -> 23 fps?
-If I use NTSC -> PAL, will the quality be worse/better than I use NTSC?
-Are there other important settings I got to know when i convert 4:3, Interlaced video?

Nope. You said it yourself. Your video is interlaced, and not telecined.

You can't do that without introducing jerkyness, or messing up your video.

Worse, for the same reason above.

I guess the most important issue is when using spatio-temporal / temporal filters. You have to separate both fields when applying such filters. See for example (last post of Kempfand):
