None of the commercial DVDs I have watched has 5.1 soundtrack playing on the menus themselves (not the intro-outros), or am I wrong?

Even blockbusters have at most a DD Surround 2.0 soundtrack while on selection, is this a general limitation of the DVD specifications?

It's not a limitation, but most DVD authors consider 5.1 in menues to be a waste of resources. Think of how many menues you've seen that used one of the three main reasons to use 5.1
1) dialog with a rich surround soundfield (eg a cavern or waterfall around you, the viewer, while someone speaks in the distance)
2) front-back sound motion needed for effect
3) explosions requiring LFE
