CSS protection

I have looked at some of the DVDs in my collection and has noticed that there are actually quite a few movies that doesn't have any protection at all. For example Austin Powers 3 (R2) has no protection, while Austin Powers 2 (R2) has CSS protection. How come?

oh well i can only guess, but perhaps some companies have figured that the fees for using CSS are more expensive than it's use as they know that every kid now can break CSS anyway...

Thats exactly the point. Here in Greece, practically every release is CSS free, whereas any disk that is imported by the major distributors r encrypted.
