This is something that occurs on the source and isn't being caused by anything I'm doing.

Changing the match for telecide doesn't work. It can't be decimated because it's doesn't have a duplicate (and so I can't use freezeframe either). Forcing interlacing has no effect.

Any suggestions or is this something that I'm going to have to live with?

You may try upsizing 2X, applying warpsharp, a little blox blur and then downsizing.
Another way would be upsizing using edge directed interpolation filter for Vdub, and then downsizing but I didn't test it.

Looks like a postprocced frame, even though the OSD says something else. What does the unprocessed frame look like?

I think Donald might be of better help here.

Bah. It IS a result of something I'm doing. The interpolation of two frames.

not sure if this helps, but I use tomsmocomp to smooth out jaggies like that on cartoon caps :)
