I know NTSC TV is 29.97 fps. I think film is 24 fps. What uses 23.976 fps output?

hi,
it is true that NTSC movies and TV are 29.97 fps, but this is only because some frames have been duplicated. if you take a look at an NTSC movie frame by frame you'll notice that in one second (29.97 frames) you will find an average of 6 duplicated frames. since computers can play videos at any arbitrary framerate, we do not have any use for the higher framerate of 29.97 and therefore discard the duplicated frames in order to save bitrate for the frames that need it more - those that actually contain new information.
therfore divx and xvid clips are most likely in their original framerate of 23.976 fps...

24fps in film is equal to 23.976 in IVTC(Inverse Telecine) avi.Look this (http://www.doom9.org./video-basics.htm) for more about it.
