Which is the best way to convert DVD's to Mpg's?
what is the best program to use?

ok, misplaced apostrophes, posted in the wrong place, and you don't say what you mean by mpg. i'm assuming you mean mpeg-1 as in vcd. there's mpeg-2 which is usually dvd or svcd.
ALSO, it's a question that people will shout at you for, because there's no "best". do you want easy? fast? quality? cheap? free? you'll need to give us more to go on really.

You could use dvd2svcd for example (it can make svcd, vcd and other formats), and TMPGEnc or CCE as encoder.

My poor grammer aside, i did mean mpeg-1.
I have recently started backing up my dvd's and wanted to know how to make a vcd or at least be able to store them on my hardrive as mpeg-1 files. I'm looking for what people consider to be the best free program to use to make a high quality mpeg-1.

Welcome to the forum ... dvd2svcd is a good starting point to get results fast ... plenty of options (mpeg1 & mpeg2 as VCD, CVD, SVCD, DVD) and a choice of encoders.
As Wilbert pointed out, read up on the various guides - just pushing the correct buttons is one thing, understanding the principle of the conversion and the workings behind the gui takes more reading.
As for the "best" method, allow me to quote from the rules which you agreed to follow when signing up:
"12) [...]Do not ask "what's best" because this question cannot be answered objectively. Each and everyone has their own view about what's best in a certain area. The best is what works best for you!"
Oh, and those apostrophes are really annyoing :) ...
