Let me start by saying that I was recently promoted  :D from Newbie and need help in vocabulary and understanding of what I'm seeing in IFO Edit.
Please look at the following excerpts from VTS Overviews following operations on the same movie:
VTS Overview 1
[Ch 13] [Pg 13] [Cell 13] [V/C Id: 1/13]: time: 00:04:29.00 [Pos: 00:37:27.19] [Frames: 67429]
[Ch 14] [Pg 14] [Cell 14] [V/C Id: 1/14]: time: 00:00:33.00 [Pos: 00:38:00.19] [Frames: 68419]
[Ch 15] [Pg 15] [Cell 15] [V/C Id: 1/15]: time: 12:36:33.10 [Pos: 13:14:33.29] [Frames: 1430219]
[Ch 16] [Pg 16] [Cell 16] [V/C Id: 1/16]: time: 00:00:00.00 [Pos: 13:14:33.29] [Frames: 1430219]
[Ch 17] [Pg 17] [Cell 17] [V/C Id: 1/17]: time: 00:00:00.00 [Pos: 13:14:33.29] [Frames: 1430219]
VTS Overview 2
[Ch 13] [Pg 13] [Cell 13] [V/C Id: 1/13]: time: 00:05:03.00 [Pos: 00:38:01.19] [Frames: 68449]
[Ch 14] [Pg 14] [Cell 14] [V/C Id: 1/14] : time: 00:04:13.00 [Pos: 00:42:14.19] [Frames: 76039]
[Ch 15] [Pg 15] [Cell 15] [V/C Id: 1/15] : time: 00:02:40.00 [Pos: 00:44:54.19] [Frames: 80839]
[Ch 16] [Pg 16] [Cell 16] [V/C Id: 1/16] : time: 00:06:00.00 [Pos: 00:50:54.19] [Frames: 91639]
[Ch 17] [Pg 17] [Cell 17] [V/C Id: 1/17]: time: 00:00:07.00 [Pos: 00:51:01.19] [Frames: 91849]
[Ch 18] [Pg 18] [Cell 18] [V/C Id: 1/18] : time: 00:03:24.00 [Pos: 00:54:25.19] [Frames: 97969]
This started when I first authored the movie in DVD Lab. Anytime I selected a chapter(using Play DVD in IFO Edit) I would be returned to the beginning of the Main Movie. I had noticed that all the time codes in the preview section of DVD Lab for each chapter indicated -1:00:00:00. I ran Restream on the mpv file and reset the chapters.
Then in IFO Edit, I used Get VTS and Correct VOB navigation. Then in Play DVD, I could navigate to the first 15 chapters with no problem. However, Chapters 16-24 would send me back to the beginning of the movie. This is no surprise looking at VTS Overview 1. I ran Restream again because I had noticed earlier that the initial time-stamp was 01:00:00:00. I reset this value to all 0's, reset the chapters again, compiled the DVD and went back to IFO Edit. This time Chapters 16-24 were 'squished' into what remained of the first hour of the movie, after Chapter 15.
In setting the chapters after I ran Restream(both times), I noticed that the frame at which I tried to place chapter 16 had the time 00:00:00:15. In each case I moved the chapter point by one frame and everything looked OK.
VTS Overview 1 shows the 'problems' starting at Chapter 16. In VTS Overview 2 it looks like Chapter 17 is the culprit. However, the length 7 sec and 10-20 frames--if I understand what the overview is telling me--leads me to believe that there is a chapter, cell, PGC  that's mucking things up a bit. I've read about menu's containing FBI warnings that screw up audio synch. Could this be something like that?
This is the point at which my lack of knowledge shows. I don't know what the guides are telling me so I don't know which ones to use. I found 2COOL's guides, Bypassing Unwanted Titles (Versions 1&2)

I don't know whether these address the situation I have or not. I'm looking for verification that I'm on the right track. My searches are mostly coming up empty because I'm at a loss to intelligently use the IFO Edit vocabulary to generate search terms. Also I'm just learning to "navigate" in IFO Edit and understand what the different tables are telling me.
I've become fascinated by all of this and must remember that my goal is to watch a movie.
