Your post is being very close to a whine. Even so, at least try this.
goto http://home.cogeco.ca/~avi2vcd/ Download avi2vcd and get the little decompress.exe that is in the package. Then from a commandline type "decompress youravi.avi". A small window will pop up with source and destination boxes. Save the decompressed avi and then use it as your source in avi2svcd. I have not tried it so get off your butt, try it, and report back to the group what happens.
Background for this method can be found here:http://forum.doom9.org/showthread.php?s=&threadid=62104

Hmm, well you might want to post in the thread referenced above or PM the the author of it. I think you probably just have a bad divx with some type of problem. One thing you may want to try is installing VDubMod and using the "Scan video stream for errors" function in the video menu. Or there is a program called divx fix 1.1 in the download section you may want to try. Probably your best solution is to quit downloading these illegal avis made by idiots and morons.
Edit: It seems I may be in violation of the new rule structure even answering this post. See http://forum.doom9.org/announcement.php?s=&forumid=6
