use besweetGUI and check framerate conversion. choose ac3 as output format. Latest version needed. It will transcode into new framerate

I have a related question. My new Apex DVD changer is too noisy and I'm going to return it. This is my 2nd Apex because I know they can always play NTSC or PAL, and without any hassle. I'm going to get a Sony, I'm in USA, NTSC region. Doesn't anyone know that will they play PAL on NTSC TV? Sony isn't necessary, but I need -R and +RW compability, don't care about +R and -RW. The chance that a player that doesn't play -R is less than the chance that a person don't have a DVD player. If you don't want to finalize, or you never heard of it, go for +RW.

@callstreet:
The Apex can output either a PAL or NTSC signal, thus it could be sold in PAL or NTSC countries, but it will not convert the signal. Thus if you have a PAL DVD and you want to play it on an NTSC TV, you're out of luck. If your TV can switch between PAL and NTSC, you're ok, though.
I've seen two DVD players capable of converting from NTSC to PAL or vice versa: The Sampo brand and the Malata brand. Of the two, the Malata is far superior. The Sampos can't change the aspect ratio of anamorphic DVDs if it is also doing an NTSC to PAL conversion, but the Malatas can. Both players can be made regionless fairly easily, and the Sampo can even defeat RCE (not sure if the Malata can).

Erik, my Apex can. I do that all the time, playing PAL disc on my NTSC TV. Like VHS, most PAL players play NTSC tapes as well. I could have made a major mistake, but the Sony did reject my PAL discs, and if you see related forum topics, PAL players normally can play NTSC disc as well. The difficulty is perhaps supporting two TV standards, that the Apex supports.

Then I retract my statement!
Which model number do you have of Apex? I've been a loyal customer for many models and have never seen this as a feature, and the few times I accidentally put one of my PAL DVDs in the player, it never plays correctly.
Does your player convert to PAL and correctly resize anamorphic video at the same time? If so, it may be time for me to buy a new player!

There's also quite a few reports recently that the Cyberhome 500 sold in the US has decent (i.e. correct AR) PAL->NTSC conversion.
Same for a few JVC models (500, 600, 602... sorry, no precise model no.s here as I don't live in the US).
As for the Malata: I heard they were extremely flexible, offering lots of tuning possibilities, but were sadly of inferior manufacturing quality (blown power supplies etc.).
NB: I am referring mainly to posts over at dvdtalk & mhvf ... I am not 100% sure how much you can trust them with technical details.

My player is the old AD-1500. If the feature/spec says it supports both NTSC and PAL output, then it should play PAL disc as well.
Don't ask me about amor and stuff like that. I don't want to know. I suspect that it's getting unnecessarily complicated like urban legends. Come on, it's digital. You can have a triangle if you like.
