Enhance dark scenes?Premiere?

I have many minutes of DV footage that was shot in the night,with little light which is very dark.Though, when I play it (either from the camcorder,either from the TVout of my graphic card) to a television,it's a lot lighter-and it's not a problem anymore.But at the PC monitor it's unbelievably dark (I have set brightness about 40% and contrast about 80%).So I suppose there is a need to enhance the footage(since the DVD I will make will be watched not only on televisions,but on PCs too).I've tried to set Premiere's brightness/contrast filter to 70/30 respectively.Well it's good(I can make out clearly the faces) but I think I have a big loss on quality.Any opinions?

You might want to have a look at your footage on someone else's computer.
My monitor is pretty good set up iMHO (brightness etc.) whereas that of my brother is pretty dark.

By enhancening the brightness you will get a too bright image on your TV.
So you will either have to change settings for your comp everytime you play this DVD or change settings of your TV.
Though you should really check your monitor settings ;)

You're always going to lose overall quality when you use filters, the trick is knowing how to find a spot where the filters help your effect (making the project brighter) without hurting hte overall quality too much .

Also, the filter I usually use is the levels filter, to adjust the gamma (the grey tab in the middle). It leaves the dark parts dark and bright parts bright, but adjusts the midtones.
