I am trying to do CSI Season1 disc 1 episode 3. I can do 1,2,4 fine. I am using dvd2svcd with cce 2.66.01 and whenever I try ep 3 I gat this error:
CCCE encoding failed: CBR VBV overflow
frame# 1104 (00:00:36:26) I 24776(2.3) max
17709.33(1.7)rel 7066.67 1.40 qsv 112.00->112.00

I am using 2 pass vbr with 8500 max 2000 min average and 7200 max average.

Why am I getting this error?

I also tried to shrink this video using Instantcopy. I made this episode a movie only dvd with Maestro. It didn;t shrink. It stayed the same size. The only way I could actually shrink it was with old, rempeg. shrunk it down to 90% then tried that through dvd2svcd and same error on cce.
Please help

has anybody even had an error like this? or am I the only one?

Try enabling the "Effect eestricted vertical filter" in CCE (use a low value like 4 -10). Also if your are resizing, try BilinearResize instead of Bicubic.
