I first thought VCD mode in TMPG would only work for VCD and vice versa with DVD but the difference when I looked at them is that the DVD is larger resolution, and have better quality. If the DVD mpeg can be burned on VCD then why use the VCD mode? And whats the difference with the SVCD? For some reason sound needs another codec or something when I make a SVCD.

For PAL standard :
VCD: 352x288 MPEG1 constant bitrate 1150 Kb/s, audio 224 kb/s
SVCD: 480x576 MPEG2 constant bitrate 2520 Kb/s, audio 224 kb/s
DVD: 720x576 MPEG2 variable bitrate 2000 ~ 8000 Kb/s, audio 384 kb/s
VCD and SVCD are to be burned on CD.
DVD video can be burned on CD (it's called miniDVD) but few home players can read that format. Anyway, due to the higher bitrate of DVD, you can only burn few minutes of DVD video on a CD.

PAL-SVCD: Audio 96 - 384 kbps
PAL-DVD:
352x288 MPEG1, CBR 1850 kbps (Audio 224 kbps) (4:3 only)
352x576 MPEG2, VBR (4:3 only)
704x576 MPEG2, VBR (4:3, 16:9)
720x576 MPEG2, VBR (4:3, 16:9)

Can I converta a DivX AVI into DVD-R compliant image, using only TMPGEnc Pro?
How does it work? Shall I convert the MPEG2 output into VOB files?
Please help me or direct to useful guides.

No, you need an authoring program also to convert from mpg to vob files or a dvd image file.
I suggest trying the 30-day demo of TMPGEnc DVD Author after you have encoded your video files to dvd compliant files.
