synchronisation of two audio tracks captured in different times

Hello,
I have got a video (captured from TV) with a single audio track in one language; now I would like to add a second audio track (different language) that I captured later. Obviously, the second tracks is not synchronised with the video stream because it has been captured in a different time.

Is there a tool I can use to (manually) synchronise the second track with the video?
