My VCDs look out of focus!

They look kinda weird, like out of focus..... kinda tire my eyes out....what could it be?

if you're comparing the image on the TV screen to that from the DVD, then of course it's going to be chunkier, blurrier, blockier.

no such thing as a free lunch... mpeg-1 is an old technology, the dimensions of VCD are smaller, the bitrate is 1/9 of DVD... it's going to be blurry.
