I'm sorry in advance if this should be going to the bug tracker, but I don't think it is a bug. Maybe it falls into the category of "bug introduced".
DVD2SVCD 1.2.1b1
Change: When Using CCE's 1-pass-vbr dvd2svcd used to use the calculated bitrate as Max. Bitrate in CCE, but that has changed so that it's using dvd2svcd's Max. Bitrate from the bitrate tab.
Tried my first encode using the new version and I ended up with three extra CDs (for a total of 6 CDs, when I was expecting 3) because the total MB for each intended SVCD exceeded my 795 Mb limit by about 80-120 MB. bbMpeg ended up making an muxed file for each video/audio pair because the video file sizes themselves were far greater than 795 MB.
My usual one pass VBR settings are: Q8, IQ 20, max bitrate 2498, max average 2400 and I set my min bitrate to usually 200 below what the calculated bitate is. IE, if DVD2SVCD in the bitrate tab predicts 45 mins will have a video bitrate of 2100, I set the min bitrate to 1900.
This usually gives me a bin file 750-800 MB range but usually pretty close to 800 MB and I never exceeded the CD size limit. When I end up with a 750 MB bin file, I usually reencode the audio tracks at a higher bitrate to make up the small difference.
DVD2SVCD: I wonder if you could go back to having CCE use your calculated bitrate instead of the max bitrate. It always worked well for me.
