I'd like to thank Gillian_Seed :D for supplying me with much valuable information on this matter.
I used IFOedit 0.95 in this guide.
Here’s the original Pre Command #1, copied off the disks, showing General Parameter Register 0 (GPReg<0>) being set the player’s region code. These would be all found in your four volumes, residing in the PGC Command Tables of their VTS_02_0.IFO / VTS_PGCITI / VTS_PGC_1 to 6.

If decrypting turned out perfectly, you supposed to have this Pre Command #1 as below. You’re not supposed to have anything else. This really need it to be like that but somehow, there had been some voodoo magic going on in the decryption process.

Here’s the breakdown on your first 5 Pre Commands on a working Title found in the above VTS_PGC_#s. They’re pretty the much in all four volumes. I'm going to use Volume 1 as an example.

1.Pre Command Set GPreg<0> mov (set-val)<1>
General Parameter Register or GPreg<0> is assigned a value of “1”.

2.Pre Command Set GPreg<0> and (set-val)<255>
There’s a logical “and” present. What this does is performs a BitWise Product (and) between the first"Gpreg<0>" and the second "<255>" values and stores the result in the target GPreg, which will be GPReg<0>. So in this command, GPReg<0> holds a value of “1”. You can use your Windows scientific calculator to manually figure this out.

3.Pre Command Set GPreg<1> mov (set-val)<1>
GPreg<1> is assigned a value of “1”.

4.Pre Command If GPreg<0> == GPreg<1> then (JumpSS VMGM) Jump to VMG PGC: 7
If GPreg<0> is equal(==) to GPreg<1> is true, then jump. 1 is equal to 1 so this command is true according to Pre Command #s 1 and 3. If not, the next command is tested for trueness.

5.Pre Command (JumpSS VMGM) Jump to VMG PGC: 6
If Pre Command #4 wasn’t true then navigation will jump to your VMG PGC 6, which is located in a PGC-Menu in your VIDEO_TS.IFO / VMGM_PGCI_UT. By the way, this PGC-Menu holds the commands to execute your “wrong region” warning to pop up. DOH!

Bottom line: We need for Pre Command #1 to always have a value of “1” so that Pre Command #4 will always be true. If not, then you know what pops up.;)

Here’s your options.
If you haven’t ripped your DVD yet, go to Step 1.
If your files have been previously ripped with RCE Protection removal checked, go to Step 6.
If you want to manually hexedit your Pre Commands, go to Step 8.

1. Ripping in File Mode
Choose your weapon. :)
SmartRipper: Click on Files Buttons and check “all” button.
DVD Decrypter: Go up on click on Mode, and select “File”.

2. Turning Off Your Ripper’s RCE Protection Removal
SmartRipper: Click on “Settings Button”. In your Files/Backup tab, uncheck Region Free (patch “Video_ts”) option.
DVD Decrypter: Click on Tools / Settings. In File Mode tab, uncheck Remove IFO/BUP RCE Protection.

3. Select your Target Destination and start ripping.

Note: If you’re done with ripping your Simpsons DVDs, ensure that you go back and have your RCE Protection Removal options checked. Just a reminder.;)

4. Region Free
There are only two IFOs in all your DVDs that contain RCE Protection, VIDEO_TS.IFO and VTS_02_0.IFO.
Open up your VIDEO_TS.IFO with IFOedit and click on “Region free” button. Click Yes to confirm removal and four following OKs. Save your IFO and BUP.
Get VTS Sectors and click on VTS_02_0.IFO. Again, click “Region free” and press OK. Save your IFO and BUP.
If you want to check if RCE checking commands have been changed, select your VIDEO_TS.IFO or VTS_02_0.IFO, and click on “Region free” again, you should have a “No RCE checking found in this IFO” message.

5. Go to Step 12.

6. Since your files are already on your harddrive, copy just these non-encrypted files off your original DVD to your ripped folder to replace the ones that had been done previously with RCE Protection removed.

7. Perform Steps 4 and 5.

8. As a good habit and prior to any editing, save your IFOs and BUPs to another folder. Just in case you mess up.

9. Using IFOEdit, if you’re working on...
... Volume 1, go to VIDEO_TS.IFO / VMGM_PGCI_UT / PGC-Menu_5/ PGC Command Table
... Volume 2, go to VIDEO_TS.IFO / VMGM_PGCI_UT / PGC-Menu_11 / PGC Command Table
... Volume 3, go to VIDEO_TS.IFO / VMGM_PGCI_UT / PGC-Menu_1 / PGC Command Table
... Volume 4, go to VIDEO_TS.IFO / VMGM_PGCI_UT / PGC-Menu_13/ PGC Command Table

10. HexEditing in IFOedit
Double left click on Pre Command to get the HexEdit Module window. Click your cursor in window and type in the following new hex value.

NEW > 1.Pre Command...Set GPreg<0> mov (set-val)<1>................[71 00 00 00 00 01 00 00]
The screen never refreshes to show you your changes so here's a personal trick I do to refresh the screen. Uncheck and check the “Show Reserve Values” checkbox located bottom left of IFOedit then scroll down to view changes.
Save your VIDEO_TS.IFO and BUP, if you were working on it, when you’re done.

11. Now,go to VTS_02_0.IFO / VTS_PGCITI / VTS_PGC_1 / PGC Command Table. Repeat Step 10. Also, repeat Step 10 with VTS_PGC_2 to VTS_PGC_6. These 6 PGCs are your 6 Title episodes on the volume you are working on. When you’re done editing all 6 VTS_PGCs, save your VTS_02_0.IFO and BUP and jump to Step 12.

12. That’s it. Test your DVD files. Your episodes should now play.
