I am aware of the DeCss program used to decrypt DVDs, but if Software players such as Power DVD are able to find the Key used to encrypt the DVD, then it must be stored at least temporarily somewhere on the hard drive. Where?

the player key is encrypted in the player executable, but the disk key never has to be written to the HD.. it is just stored in memory.
Why would you bother looking anyway? dvd decrypter can indicate you the disc key after all
