When a complete backup of a DVD-9 to two DVDs using DVDFab(or similar program) has been completed, is it possible to join the two DVDs to one future disc, like a blue-ray disc and restoring all the menus and extras and it will all act as the original DVD-9?

Sure you can but who known when Blue-ray will be in the consumer main stream. I live in the present.

If the original .ifo file is saved together with the new .ifo file when split to two DVDs, renaming the old ifo to something different, would it be possible to join the split movie to the original configuration again? With all subtitles, audiotracks and menus working like the original? It will not be too long until huge media can keep all your DVDs in one place. It would be great to have the movies in their original configuration again.

Surely you could just re-backup your original when that time comes round? It would certainly save the hassle of joining the two dvdrs.

When Blu-Ray becomes as cheap as DVDR/RW drives and HD-DVD is the norm, would anyone really be that interested in preserving DVDR backups to Blu-Ray discs? How many here have backup movies in VCD format that they want to move to DVD now?

i sure do!
I now make XviD-backups on a dvd+r (3-6 movies on a disc) and svcd-backups on a dvd+r (4h on a disc). On a normal television set you wouldn't notice the difference between dvd or hd-dvd, so i'm sure to backup 4-6 dvd-video discs on a blu-ray disc. If it will be possible to mount ISO-images of separate dvd's right off a blu-ray disc, that would be even greater.
