nope. mp2 totally sucks ass... it's kinda like mp3 but without MS joint stereo (it uses a nasty joined bass thing), and no bit reservoir (that's the killer, really.)
ac3 i don't know much aboot, as dolby are quite secretive about their specs.
but it's definitely better, considering you can get better than CD (ie. 48k, 24bit) in 5.1 channel for the same bitrate it takes to get mp2 near CD quality.

Actually ac3 tracks on DVDs are 48kHz, 16bit aren't they?
But anyway, yes, the ac3 track should have significantly better quality at the same bitrate (and same number of channels) than mp2.
