Mp2 to Ac3 what tool if not besweet ??

Hello and greetings from germany :-))

I am new with all of this, so please be clement :-))

I was using 1.4 to create ac3 ( from 44.1 MP2 to 48 AC3 files ) I want to use for authoring, had those clicking Problems but fix them with
the use of 1.5b18 ( the zip file contains a ac3en.dll )
which should I use now ( the one I can Download on your Page is the version 0.1 ?? )

Then I saw this DSPGuru postet on the board :

3. BeSweet uses ac3enc.dll which is an ac3 encoding module at a very premature stage. i would only advise of using it for experimenting, not for authoring.

Now I am confused ??? What Tool should I take to convert Mp2 to ac3 ( 44.1 to 48 ).
I could change mp2 to mp2, but that would not work on every DVD Player ???

Hope you can help me with that.
