resize mpg file

I have a mpg file and I want to change its resolution. Does anyone know what the best piece of software to use is?

I have tried to use the resize filter on VirtualDub but VirtualDub only allows me to save the resized file as an AVI. I want to save the resized file back in it's original MPG format.

try tmpgenc, but be warned, the quality of the movie will degrade.
