MPG->VCD compliant conversion

I've got an .mpg file that is not currently VCD compliant (for whatever reason). How do I make it so, using CCE? I know how with TMPGEnc.. all you do is open the file, set the proper settings for VCD (352x240, 29.97fps, etc). But CCE isn't very straightforward in just converting an MPG to VCD compliant format. Is there any way to do it with other free tools, or am I just going to have to buy TMPGEnc?

just use TMPGEnc, its the best for MPEG1 anyway (opinion)

if your MPEG file is one of the following :

resolution:

* 352x240
* 352x288

frame-rate:

* 23.976
* 25.000
* 29.970

then it will work on most standalone DVD-players, if the bit-rate isn't standard dont worrie about it, unless you are going to watch the VCD on a standalone VCD-player.

P.S if Nero complains saying that the file isn't standard and your file is one of the above resolutions and frame-rate, then turn off standard compliancy on Nero and burn as normal.
