I've got a PDF that describes all of this, but unfortunately, I don't remember where I downloaded it from.
Basically, you set up the DVD to navigate to a specific title (the one that tells the standalone DVD user that they have to put the DVD in a PC to get this feature to work), then you program the player to jump to a specific web page whenever the DVD jumps to that particular title (you'd better put a few seconds of black in front of that "Won't work on a standalone" message, otherwise the PC user might see it while the web page is loading). This means that that the DVD must be played using a DVD player that can be programmed. The pros usually use PCFriendly or InterActual--if you have a DVD that uses one of these, search through the various files to figure out how they work. There are licensing issues, though.
Your best alternative is the Microsoft DirectX DVD player, which will work in an IE browser. You can use the standard autorun.inf trick to make it launch instead of the user's DVD player.
If you go to http://www.dyddemystified.com/webdvd, you will find some example web pages that have all of the JavaScript you need to run the Microsoft DirectX DVD player and to catch title jumps.
